Devils Lake Jail Roster: Inmate Search, Bookings & Mugshots

Devils Lake, North Dakota • Lake Region custody guide

Search the Devils Lake Jail Roster Without Confusing the City, County or Holding Agency

For an adult Devils Lake inmate search, start with the official Lake Region Correctional Facility roster. Devils Lake does not publish a separate adult city-jail roster: the city police department, Ramsey County Sheriff and Lake Region Correctional Facility are based at the Lake Region Law Enforcement Center at 222 Walnut Street West.

Official facilityLake Region Correctional Facility (LRCF)

Address222 W Walnut St, Devils Lake, ND 58301
2026 rated capacity105 — not the current population

Quick answer: which roster should you use?

Use the Lake Region Law Enforcement Center’s Current Roster. The official roster currently uses columns for a front mugshot, inmate name, booking date/time, charges or hold reasons, the agency or jurisdiction the person is held for, and bond information.

The Held For column matters in Devils Lake. LRCF can house people for the City of Devils Lake, Ramsey County and multiple other local, state, tribal and federal agencies. Being physically housed in Devils Lake does not automatically mean Ramsey County District Court controls every charge or bond.

Devils Lake Does Not Operate a Separate Adult City Jail Roster

Search results often label this facility “Devils Lake Jail” or “Ramsey County Jail,” but the official correctional facility is the Lake Region Correctional Facility under the Lake Region Law Enforcement Center. The 2026 North Dakota DOCR inspection says LRCF is operated under LRLEC authority and that LRLEC is governed through a joint-powers structure involving Devils Lake, Ramsey County, Nelson County, Benson County and Eddy County.

Devils Lake Police DepartmentLocated at 222 W Walnut St. Police can arrest and investigate, but the adult custody roster is the LRCF roster rather than a separate city-jail database.
Ramsey County SheriffAlso located at 222 W Walnut St. The Sheriff’s office has its own law-enforcement responsibilities, while LRCF is the shared correctional facility.
Lake Region Correctional FacilityThe jail/correctional facility that books and houses adults from multiple jurisdictions.
Why this mattersThe holding agency, arresting agency, city, county and court can be different. Read the roster’s Held For and charge information before deciding where to call next.

How to Search the Devils Lake Jail Roster

Open the LRCF roster page

Start from the Lake Region Law Enforcement Center correctional-facility page and use its Inmate Roster link. This is safer than a third-party page that calls the facility a city jail or uses an old visitation schedule.

Use the legal name and compare more than the name

Check the full displayed identity and booking context. A same-name result is not enough by itself. If the person uses a former surname, hyphenated name or alternate spelling, try reasonable variations.

Read the Booking Date/Time and Held For fields

The official roster shows when the displayed booking was recorded and which agency or jurisdiction the person is being held for. Those two fields can explain why a Devils Lake inmate has a case connected with a different county, BIA, state or federal authority.

Treat charges and bond as custody information, not a final case outcome

A roster charge is not a conviction. Use North Dakota court records to check the filed case, hearing information and final disposition. If the record concerns municipal jurisdiction, use Devils Lake Municipal Court as appropriate.

Reconfirm before paying, visiting or arranging pickup

Custody can change after court, bond, release or transfer activity. For a time-sensitive decision, call LRCF at 701-662-0700 and verify the current situation.

What the Official Roster Shows: Booking Data, Mugshots and Bond

The current LRCF PDF roster is unusually useful because it places several important fields together. Use each field for what it actually proves.

Roster fieldUseful forDo not assume
Front MugshotVisual identity context for the current roster record.A mugshot proves guilt or shows the current court outcome.
Last, First NameMatching the custody record to the person you are searching for.A name-only match is enough when several people have similar names.
Booking Date/TimeUnderstanding when that displayed custody entry began. It is the date of conviction, sentencing or final disposition.
Charges / Hold ReasonsSeeing the custody allegations, warrants or hold descriptions shown by the jail.A booking charge remains the final filed or adjudicated charge.
Held ForIdentifying the agency or jurisdiction connected with the detention. The City of Devils Lake or Ramsey County controls every case.
BondA starting point for understanding whether a bond amount/type is displayed. The amount is still payable, there are no other holds, or payment guarantees immediate release.

Mugshot rule for this page: LRCF’s official current-roster format includes a Front Mugshot column. That is stronger evidence than third-party claims about a separate “Devils Lake Police jail roster.” If a particular record does not show an image, do not assume that a separate public mugshot must exist.

Bookings: the Current Roster Is Not a Complete Arrest-History Archive

The official roster displays Booking Date/Time, which helps users understand when a current custody record was created. During this review, I did not find an official LRCF page promising a separate searchable historical “daily booking log” or a fixed public archive of recent releases.

Use the roster forPeople who are currently listed at LRCF, their displayed booking time, charge/hold information, Held For agency and bond field.
Use the court record forCase filing, hearings, status and disposition. North Dakota’s public case search says its data is current through the end of the previous business day.

If someone was arrested and released quickly, a current roster may no longer answer the historical arrest question. Follow the arresting agency and court case rather than treating a missing current-roster entry as proof that no booking occurred.

If the Person Is Not on the Devils Lake Roster

ProblemPossible verified explanationNext action
Very recent arrestBooking and intake may still be underway.Recheck the official roster and call LRCF at 701-662-0700 when timing is important.
Name does not matchA former, maiden, hyphenated or differently spelled legal name may be in the record.Try reasonable name variants and compare the full roster context.
Known case, no current jail entryThe person may have been released, transferred or never placed in current LRCF custody.Use North Dakota court search and the responsible arresting/holding agency.
State sentenceThe person may now be in a North Dakota DOCR facility.Use ND DOCR Resident Lookup and read its exclusions carefully.
Federal hold or sentenceLRCF can house federal-related detainees, but federal prison custody uses a different search system.Follow the Held For field; use BOP only when federal prison custody is the right system.
BIA or tribal connectionThe 2026 state inspection says LRCF houses inmates for the Bureau of Indian Affairs among other jurisdictions.Follow the agency shown in the custody record instead of assuming Ramsey County District Court controls the matter.
JuvenileThe 2026 inspection standards applied to LRCF state the facility denies admission to individuals under 18.Use the appropriate juvenile authority or court rather than the adult roster.

What the May 2026 North Dakota Jail Inspection Confirms

North Dakota DOCR inspected Lake Region Correctional Facility on May 27–28, 2026. The report is useful because it clarifies the facility’s legal structure, capacity, population snapshot, services and the range of agencies that can place people there.

Grade 1State facility classification in the 2026 inspection.
105Maximum rated capacity. This is not today’s inmate count.
81Inspection-day inmate count in May 2026, only a dated snapshot.
1,156People processed during calendar year 2025, according to the 2026 report.

The report says LRCF houses male and female inmates, holds pretrial and convicted people for up to one year, and recorded an average length of stay of 25 days for the period described. It also lists substance-abuse treatment, religious programming, F5/Peer Support, relationship programming, recreation, medical care, commissary, food service, laundry and library access.

Why the Held For field can point outside Ramsey County

The 2026 report lists housing arrangements involving the U.S. Marshals Service, North Dakota DOCR Parole and Probation, the Bureau of Indian Affairs, the City of Devils Lake, and the counties of Ramsey, Cass, Foster, Wells, Nelson, Benson, Towner, Eddy, Walsh and Cavalier. This is why the facility address alone cannot tell you which court or agency controls the case.

Devils Lake Court Router: District Court vs Municipal Court

Two court routes are especially important in Devils Lake. Ramsey County state criminal cases are handled through the North Dakota state court system, while the City of Devils Lake has a separate municipal court for specified municipal matters.

Ramsey County District Court
Ramsey County Courthouse
524 4th Ave NE, Unit 4
Devils Lake, ND 58301
701-662-1309
Regular hours: 8:00 a.m.–5:00 p.m.

Ramsey County is in the Northeast Judicial District. Use ND Courts Records Inquiry for public criminal/traffic case information.

Devils Lake Municipal Court
City office: 423 6th St NE, PO Box 1048
Devils Lake, ND 58301
Courtroom: 222 Walnut St W
701-662-0718

The city says Municipal Court has jurisdiction over traffic fines, infractions, administrative/non-criminal offenses, parking violations and Class B misdemeanors.

Search the court record by defendant or case number

North Dakota Courts Records Inquiry allows public criminal/traffic searching by defendant, case number, citation number, attorney or filing date. It also supports wildcard searches when spelling is uncertain. The court search warns that its online information is not the official court record and may contain protected or unavailable case information.

Verify Bond With the Controlling Court and Holding Agency

The LRCF roster has a Bond column, but the amount and type shown should be treated as a starting point rather than a payment instruction. North Dakota criminal procedure allows different release conditions, including cash/security or surety arrangements depending on the court order.

Do not pay from a copied screenshot. Before paying anything, verify the current bond, the correct court, every hold and the accepted payment route with LRCF or the controlling clerk. During this research, the current LRCF public pages reviewed did not provide a single universal bond-payment method that can safely be applied to every roster entry.

A person may also have separate matters in municipal and district court or a hold from another jurisdiction. Payment on one case does not guarantee release if another valid hold remains.

Current LRCF On-Site Video Visitation Rules

The official LRCF visitation page lists one on-site video visit per inmate per day, Monday through Friday from 9:00–11:00 a.m. and 1:00–4:00 p.m.. There is no visitation on holidays, visits can be suspended, and scheduling is first come, first served as time and space permit.

  • No more than three visitors at one time, including infants and children.
  • Valid identification is required.
  • A visitor may visit only one inmate during a visit.
  • Only identification, keys and a small wallet are allowed in the visit area; other belongings must be secured.
  • Visitors are subject to search and metal detection.
  • A person released from the Lake Region jail within the previous two weeks is not allowed to visit.
  • Visitors must generally be at least 18; the facility publishes additional rules for minors accompanying adults.

Accepted identification listed by the facility includes a valid state driver license or DMV photo ID, military ID, passport and Mexican Matricula Consular. Check the live LRCF page before travelling because visitation can be suspended.

Phone, Texting, Commissary and Inmate Money

LRCF’s official deposit page separates communication funds from canteen funds. That distinction helps avoid sending money to the wrong account.

Phone card / phone accountLRCF links to Reliance Telephone for phone-card purchases or contributions to an inmate phone account. The facility says these funds can be used for calls or texting.

Reliance Telephone account route

Canteen accountLRCF links to Inmate Canteen for money used to purchase available commissary items.

Inmate Canteen deposit route

The facility also publishes an inmate message line: 701-885-4131. The 2026 state inspection confirms LRCF has inmate phones and kiosk access in housing areas and was compliant with the state intake-call standard.

Mail, Photos, Books and Publications

LRCF currently publishes this mailing format:

[Inmate Name]
Lake Region Correctional Facility
222 Walnut Street West
Devils Lake, ND 58301

Correspondence must include a complete and valid sender name and return address. The facility lists numerous prohibited items, including loose stationery or stamps, paperclips, plastic or laminated items, stickers/adhesives, glitter, padded envelopes and money in mail. Polaroid photographs and photographs larger than 4 × 6 inches are not allowed.

Photo-count caution: the LRCF mail page currently contains corrupted/unclear text where it tries to state the maximum number of photos an inmate may possess. Because that number is not reliably readable in the official page text, verify the current photo-count limit directly with LRCF instead of relying on a third-party site.

Books and subscriptions

LRCF says books, newspapers and magazines must come directly from a publisher or a verifiable online service on behalf of the inmate. Hardcover books are not allowed; paperback books are allowed subject to facility restrictions. The page also states inmates may possess no more than three books at a time.

Property Drop-Off and Prescription Medication

The LRCF property page says doctor-prescribed medication for an inmate may be dropped off at any time. After hours, the page instructs visitors to use the front-entrance emergency-service button and tell dispatch that medication is being dropped off for an inmate.

For ordinary approved property, the published drop-off schedule is Monday through Friday, 9:00–11:00 a.m. and 1:00–4:00 p.m.. Listed acceptable items include eyeglasses, contact lenses, religious items and paperback books without metal objects. Items remain subject to inspection and rejection.

Because medication and property rules affect facility security and can change, call 701-662-0700 before making a special trip.

Health Care and Which Inmate Records Are Public

The 2026 DOCR inspection found LRCF compliant with state standards for intake screening, access to medical care and access to an on-call medical professional. The inspection standard covers ongoing necessary medical care including medication, physical health, mental health, eye care, dental care and sick-call requests.

That does not mean family members can obtain confidential health details by calling the jail. The same inspection explains that medical, psychological and treatment records are maintained separately and are subject to confidentiality rules.

Open-record categories identified in the inspection

The state inspection states that records of an inmate’s identity, charges, criminal convictions, bail information, intake date and projected release dates are open records. An open-record category does not mean every item must appear on the online roster, and a projected release date is not a guaranteed pickup time.

PREA and Third-Party Safety Reporting

LRCF publishes a zero-tolerance sexual-abuse and sexual-harassment policy and says it accepts third-party reports on behalf of an inmate. The facility directs third-party reporters to write or call the Director, Captain of Corrections, operations management or PREA coordinator through Lake Region Correctional Facility at 222 W Walnut Street and 701-662-0700.

For an immediate emergency outside the normal facility-reporting process, use 911. Do not use an ordinary web form or social-media comment for an urgent safety emergency.

When to Stop Searching the Devils Lake Roster

North Dakota DOCR

Use the state Resident Lookup when the person may have moved into a North Dakota correctional facility. DOCR says the tool only shows individuals currently incarcerated in a North Dakota correctional facility and lists important out-of-state exceptions.

Open DOCR Resident Lookup

Federal BOP

Use the BOP locator when the case points to federal prison custody. A federal-related Held For entry at LRCF does not automatically mean the person is already in a BOP prison.

Open BOP Inmate Locator

BIA / tribal custody context

The 2026 inspection says LRCF houses inmates for the Bureau of Indian Affairs. If the roster indicates BIA or another non-county holder, follow that agency rather than forcing the case into Ramsey County routing.

VINELink

LRCF links VINELink for victim notification. Use it when eligible custody notifications would help, but verify urgent custody questions directly with the responsible agency.

Use Bookings and Mugshots Responsibly

  • An arrest is not a conviction.
  • A booking charge can change when the prosecutor or court acts.
  • A mugshot documents a booking record; it is not proof of guilt.
  • A bond amount does not guarantee release and may not show every hold.
  • The Held For agency may be more important than the Devils Lake facility address.
  • A court case can continue after a person leaves the roster.
  • A projected release date is not a confirmed pickup time.
  • Do not treat an old PDF, screenshot or third-party profile as current custody proof.
  • Do not use public jail data for harassment, threats, stalking or public shaming.
  • Use the controlling court record for the legal outcome.

Devils Lake Jail Roster FAQs

Where is the official Devils Lake jail roster?

Use the Lake Region Law Enforcement Center’s Lake Region Correctional Facility Inmate Roster. Devils Lake does not publish a separate adult city-jail roster.

Is the Devils Lake jail the same as the Ramsey County jail?

Searchers often use those names informally, but the official correctional facility is Lake Region Correctional Facility under the Lake Region Law Enforcement Center at 222 W Walnut Street. It houses people for multiple jurisdictions, not only Ramsey County.

Does the Devils Lake roster show mugshots?

Yes. The official current-roster format includes a Front Mugshot column along with name, booking date/time, charges or hold reasons, Held For and bond fields. A mugshot is not proof of guilt.

Does the roster show recent bookings?

The current roster includes a Booking Date/Time field for listed inmates. During this review, no official LRCF page was found promising a separate complete historical daily-booking or recent-release archive.

Why does the roster say an inmate is held for another agency?

LRCF houses people for many jurisdictions. The 2026 North Dakota inspection lists arrangements involving the City of Devils Lake, several counties, U.S. Marshals, North Dakota DOCR Parole and Probation and the Bureau of Indian Affairs.

How do I check a Devils Lake criminal court case?

Use North Dakota Courts Records Inquiry for public criminal and traffic cases. Ramsey County state cases are in the Northeast Judicial District, while certain city matters are handled by Devils Lake Municipal Court.

What are the LRCF visitation hours?

The official visitation page currently lists on-site video visits Monday through Friday from 9:00 to 11:00 a.m. and 1:00 to 4:00 p.m., with no visitation on holidays. Availability is first come, first served and visits may be suspended.

How do I add phone or commissary money?

LRCF links Reliance Telephone for phone-card or inmate phone-account funding and Inmate Canteen for canteen funds. Use the facility’s live deposit page before paying because vendor instructions can change.

Where do I send mail to an LRCF inmate?

Address mail to the inmate by name at Lake Region Correctional Facility, 222 Walnut Street West, Devils Lake, ND 58301, and include a complete valid sender name and return address. Review the facility’s prohibited-item rules first.

What should I do if the person is not on the Devils Lake roster?

Recheck name variations and recent booking timing, then follow the case or holding agency. Use North Dakota court search for a continuing case, ND DOCR Resident Lookup for state prison custody, and federal or BIA routes only when the record points there.
