How Inmate Telephone Communication Works
Housing-unit telephones are generally available daily from 7 a.m. to 10 p.m. Inmates cannot receive ordinary incoming telephone calls.
Outgoing calls
Calls may last up to 15 minutes and are generally recorded.
Voicemail
A three-minute voicemail may be left for a fee and is delivered when the inmate next uses the telephone.
TTY access
TTY service is available upon request for hearing-impaired users.

Commissary is generally offered once each week and may include approved snacks, hygiene products, clothing and writing supplies. Medical, mental-health or disciplinary restrictions can limit purchases.

How Inmate Property Release Works
During the First 72 Hours
An inmate may authorize release of certain smaller stored items, such as keys, jewelry or a wallet. Availability depends on what was inventoried and current facility rules.
After 72 Hours
Large items, clothing or shoes generally require approval from authorized staff. The inmate must identify the recipient, and the recipient must present valid picture identification.

Nonemergency Care
The handbook tells inmates to submit a Health Care Request approximately 72 hours before a nonemergency service. It describes routine medical appointments on weekdays and dental services weekly.
Mental-Health Crisis or Request
The handbook says mental-health services are available. A person experiencing a crisis should tell staff immediately; a routine mental-health request is generally submitted through the health-care request process.
Medication Verification
Outside prescriptions must be verified. The jail practitioner may prescribe an equivalent medication or a different brand, and medical staff dispense approved medication.
