Washington County, Oregon Jail Roster: Inmate Search, Bookings and Mugshot Rules

The official Washington County Sheriff’s Office Who is in Custody? application is the best starting point for a current county-jail search. The booking report is generally updated every two hours, requires a reCAPTCHA check, and lets you browse by the first letter of the adult in custody’s last name.

Washington County uses the term Adult in Custody (AIC). The custody search can show charges and a “security” amount, which the county defines as the bail amount that must be paid. For movement during the last day, use the separate 24-hour Arrest and Release Log rather than assuming the current roster tells the whole booking history.

Quick Answer: Current Custody and Recent Booking Are Two Different Searches

Use Who is in Custody? when you need to know whether an adult is currently listed in Washington County Jail. Use the 24-Hour Arrest and Release Log when you need a recent booking or release event. Both public applications state that their booking reports are generally updated every two hours.

The jail is Washington County’s only county jail and houses people awaiting trial or serving a sentence of less than 365 days. Jail staff are available around the clock.

Fastest safe workflow

Check the current custody app, then the 24-hour log if the arrest or release was recent. If the result is time-sensitive, call 503-846-2600 before paying security, traveling for pickup, or treating an old screenshot as current status.

Which Official Source Answers Your Question?

Current county custody

Use the Sheriff’s Who is in Custody application for adults currently listed in Washington County Jail.

How to Search the Washington County, Oregon Jail Roster

  1. Open the official custody application. Confirm the domain is washingtoncountyor.gov or webapps.washingtoncountyor.gov.
  2. Complete the reCAPTCHA. The public application requires the anti-bot check before it displays the custody list.
  3. Select the first letter of the last name. The county’s current interface is an alphabetical browse rather than a generic third-party name-search form.
  4. Match more than a name. Review the identifying and custody fields shown by the live system before assuming two similar names are the same person.
  5. Read “security” correctly. Washington County says the security amount displayed is the bail amount that must be paid; verify it again before payment because court orders can change it.
  6. Use the 24-hour log for recent movement. A person can appear in a booking/release log without still being in current custody.
  7. Move legal-case questions to the court. The jail roster is not a substitute for the court docket, charging instrument, judgment or case-file copies.

Booking Records: What the Roster Can and Cannot Tell You

Washington County’s booking process can take several hours. During intake, staff search for contraband, inventory property, photograph and fingerprint the AIC, issue an ID bracelet and jail clothing, enter charges, complete an interview and conduct a medical intake assessment before a deputy reviews the booking file.

Use jail data for custody; use court data for the legal outcome
Information Useful for Do not assume
Current custody entry Checking whether the person is currently listed in the county jail system. The entry is a complete criminal history.
Charge Showing the charge associated with the custody record at that time. A charge is a conviction or final disposition.
Security amount Showing the bail amount the county says must be paid at the time displayed. The amount cannot change after a new court order or charge update.
24-hour arrest/release entry Checking recent jail movement. A recent arrest entry proves the person remains jailed now.
Booking photo An identification record when lawfully releasable. It proves guilt or is automatically public in Oregon.

Washington County Mugshots: Oregon Law Restricts Booking-Photo Release

Do not expect the Washington County jail roster to operate as a public mugshot gallery. Oregon Revised Statutes 133.870 generally prohibit a law-enforcement agency from releasing a booking photo except in specified circumstances, such as release to the person depicted, certain law-enforcement uses, court/criminal-proceeding purposes, certain victims or investigators, and other statutory exceptions.

That is why a commercial “free mugshot” page should not be treated as the official source for Washington County booking photos. If you need a specific releasable photo or Sheriff record, use the Criminal Records Section and let the agency apply Oregon public-record and booking-photo law to the request.

A mugshot does not show case outcome. Even when a booking photo is lawfully available, it does not establish guilt, conviction, dismissal, sentencing or current custody.

Bail, Security and Release in Washington County

Washington County uses “bail” and “security” together. The Sheriff processes bail on behalf of the courts, and the custody application explains that the displayed security amount is the amount that must be paid.

Traditional bail

Any adult with official government-issued photo identification, other than another AIC, may generally post bail in person or by mail. In-person bail can be posted 24/7 at the Sheriff’s Records Unit, 215 SW Adams Ave. Cash and credit card are accepted; cashier’s checks are accepted only during open bank hours for verification.

Self-bail

An AIC can use cash or cards in their possession at arrest or money added to the jail account. Money deposited into the account becomes the AIC’s property, and they are not required to use it for bail. If the account has a negative balance, the debt must also be covered for self-bail.

How much? The Sheriff says generally 10% of the full bail amount is needed for release, but some traffic charges may require the total security amount. Call 503-846-6826 before mailing bail or when the amount must be confirmed.

Posting security does not guarantee an immediate walk-out time. Court orders, processing, additional cases or holds can affect release. Bail amounts may change at any time.

Court Router: First Appearance and Later Hearings May Be in Different Buildings

Washington County Circuit Court is Oregon’s 20th Judicial District. Most people have their first criminal or traffic court appearance at the Law Enforcement Center (LEC), 215 SW Adams Avenue. After the first appearance, most hearings move to the main court campus; the court tells the defendant where the next hearing will occur.

Criminal / arraignment

Law Enforcement Center, 215 SW Adams Ave, Hillsboro. This is where the Criminal Department, arraignments and Pretrial Release Services operate.

Main courthouse

Washington County Courthouse, 145 NE 2nd Ave, Hillsboro. Court phone: 503-846-8888.

Records Review Room

Justice Services Building, 150 N 1st Ave, Room 110J. Public-service hours are 8 a.m.–noon and 1–5 p.m., excluding legal holidays.

Pretrial release: the court’s Pretrial Release Office is at the LEC. People not released on their own recognizance are generally arraigned the following business day, and a release decision is typically made at arraignment. Public assistance: 503-846-6362.

Visits, Phone Calls and Video Communication

Current social visiting hours

The Sheriff’s current page lists the same social visiting windows Monday through Friday, Saturday/Sunday and holidays: 7:15–10:45 a.m. and 1:45–5:00 p.m.. Bring acceptable photo identification and follow the current visiting guide.

ViaPath phone and video services

Washington County currently directs families to ViaPath for phone/video communication. AICs place outgoing calls; the jail does not accept normal incoming calls or relay personal messages. Three-way calls are prohibited, and non-privileged calls may be recorded.

If an AIC says or implies they are considering suicide or self-harm, the Sheriff directs friends and family to immediately notify jail staff at 503-846-6374.

Mail and Money: Washington County Uses Different Addresses for Different Tasks

Personal correspondence: digital mail center

Personal mail is processed by a third party for digital delivery. Address it with the complete facility name, AIC’s full name and booking number:

Washington County Jail, OR
[AIC full name], #[booking number]
P.O. Box 247
Phoenix, MD 21131

Include your full name and return address. Do not send legal/privileged mail or money to this digital-mail address.

Legal mail, official mail, books and periodicals

[AIC name], Booking #
Washington County Jail
215 SW Adams Avenue, MS 35
Hillsboro, OR 97123-3874

Legal/official mail has additional return-address and marking requirements. Check the current AIC Mail Guide before sending publications or unusual enclosures.

Online deposits

Access Corrections is the county’s current third-party online deposit service. Fees may apply. The county publishes a maximum of $300 on a credit card per week for Access Corrections online deposits.

In-person deposits

Deposits are accepted 24/7 at the Sheriff’s Records Unit, 215 SW Adams Ave. Government-issued photo ID is required. Accepted forms include cash, USPS money order and bank cashier’s check.

Commissary timing

Orders are due by 7 a.m. Tuesday for Friday delivery. The county recommends depositing funds by Sunday evening for them to be available for that week’s order.

If an AIC has a negative account balance, the county says up to 60% of a deposit may be applied to debt. A deposit is therefore not necessarily fully spendable on commissary.

Public Records, Property and Health Information

Sheriff public records

Submit Sheriff-record requests through the Criminal Records Section in person or online. The Sheriff says an initial response is provided within five business days; that does not mean every request is completed within five days. Records phone: 503-846-2524.

Evidence / safekeeping property

Property held by the Sheriff’s Property and Evidence Unit is separate from an AIC’s jail property bin. Evidence/property releases are by appointment; call 503-846-2797.

Medical and mental-health concerns

NaphCare provides jail medical and mental-health services. Family members can give staff relevant health information, but confidentiality rules limit what staff can disclose back. The current NAMI arrest guide lists Jail Medical at 503-846-6352.

Washington County also lists its Crisis Line at 503-291-9111 and Behavioral Health at 503-846-4528. For immediate danger in the community, call 911.

Warrant Questions: Do Not Treat a Warrant as Current Custody

The Sheriff says it cannot confirm warrant information over the phone. A person who believes they have a warrant can report in person for a records check. Turning yourself in is available 24/7: from 8:00 a.m. to 9:30 p.m. use the jail lobby; outside those hours use the after-hours Records window in the entry vestibule.

Washington County Circuit Court also publishes procedures for certain failure-to-appear warrants, including a judge-approved Friday Turn Self In docket. A warrant can exist without current incarceration, so do not use the jail roster as a complete warrant search.

Where to Search After Transfer or Release

VISOR

Oregon’s free VISOR system can search current custody/supervision information and provide confidential notifications about transfers, releases and other custody changes.

Open VISOR

Oregon DOC

Use Oregon Offender Search when the person has moved into Oregon state corrections custody or supervision. Certified or official offender records require a public-records request.

Oregon Offender Search

Federal BOP

Use the Federal Bureau of Prisons locator for federal prison custody. A federal case or detainer does not guarantee the person has already entered BOP custody.

Use Washington County Booking Information Responsibly

  • An arrest, booking or charge is not a conviction.
  • A warrant does not prove current incarceration.
  • A security amount can change after a new charge or court order.
  • A recent arrest/release-log entry is not proof of current custody.
  • A projected or expected release is not the same as a confirmed release.
  • A booking photo, when lawfully released, does not show the outcome of the case.
  • Do not use jail information to harass, threaten, stalk, shame or impersonate another person.
  • For employment, housing, licensing, immigration or other high-stakes decisions, use the legally appropriate official record and qualified advice when needed.
