Island County Jail Roster: Check Current Custody, Recent Bookings and Releases
Island County publishes three separate jail reports for three different questions: the Jail Roster for current custody, Recent Bookings for new admissions, and Recent Releases for people who recently left the jail. Start with the report that matches what happened, then verify court, bail, visitation, phone, mail or money details through the office that actually controls that task.
Quick answer: which Island County report should you use?
Use the official Jail Roster when you need to know whether someone is currently shown in Island County Jail custody. If the arrest was recent but the person is not on the current roster, check Recent Bookings. If someone disappeared from the roster, check Recent Releases before assuming a transfer or data error.
The county says the current roster refreshes every three hours beginning at midnight. For an urgent decision—such as posting bail, beginning a long drive, sending money or arranging a visit—refresh the report and verify the person’s current status with the jail.
Island County Uses Three Official Jail Reports
Do not treat the reports as interchangeable. A booking report answers an intake question, the current roster answers a custody question, and the release report answers a discharge question. The court record answers the legal-case question.
Use the Official Source That Matches the Question
How to Search the Island County Jail Roster
Open the official county roster
Start with Island County’s own Jail Roster page rather than a copied inmate directory. The county makes the report available around the clock and says the data refreshes every three hours beginning at midnight.
Match the full booked name carefully
Use the legal name and compare any additional details the live report provides. If no result appears, try a maiden name, former surname, hyphenated surname or another reasonable spelling before concluding the person is not in custody.
Check Recent Bookings if the arrest is new
A recent intake can create timing confusion. Use the separate Recent Bookings report rather than repeatedly refreshing only the current roster.
Check Recent Releases if the name disappeared
A missing current-roster result may mean release rather than transfer. Use the county’s Recent Releases report before moving to another custody system.
Move from jail data to the correct court record
A jail booking is not the court disposition. Use Superior Court records for applicable felony and general-jurisdiction matters, and District & Municipal Court for limited-jurisdiction criminal matters.
Reverify before acting
Custody, bail and court status can change between report refreshes. Confirm current information before travelling, sending money, mailing valuables or paying a bond agent.
What an Island County Booking Record Can—and Cannot—Prove
The county’s public jail reports are custody records. They are useful for confirming a booking or current jail status, but they do not replace the court docket or final judgment.
| Record detail | What it helps confirm | What it does not prove |
|---|---|---|
| Booked name | The identity used for the jail record. | That a name-only match is the person you intended to find. |
| Booking date | When the jail intake occurred, if displayed. | The conviction or sentencing date. |
| Charge | The allegation, warrant or custody basis shown at booking. | The final filed charge, plea or conviction. |
| Bond amount | A starting point for a bonding inquiry when the live roster shows it. | That the amount is still current, no other holds exist, or payment guarantees immediate release. |
| Release entry | That a recent discharge is reported by the jail. | That the underlying court case is finished. |
Keep the records separate: arrest ≠ conviction; booking charge ≠ final court disposition; warrant ≠ current incarceration; and a release from jail ≠ dismissal of the case.
If the Person Is Not on the Island County Jail Roster
| Problem | Possible explanation | Next action |
|---|---|---|
| Arrest happened recently | The current roster may be between its three-hour refresh cycles. | Check Recent Bookings, then refresh the roster or call the jail if timing matters. |
| Name is not found | The booking may use another legal-name variation. | Try former, maiden, hyphenated or alternate spellings and compare additional identifiers. |
| Name was on the roster earlier | The person may have been released. | Check the official Recent Releases report before assuming transfer. |
| Court case exists but roster is blank | The person may be out of custody while the criminal case continues. | Use the correct Superior or District/Municipal Court record source. |
| State sentence or transfer | The person may have moved into Washington DOC custody. | Search Washington DOC by name or DOC number. |
| Federal matter | Federal prison custody is outside the county jail roster. | Use the BOP locator when the case facts point to federal custody. |
| Person is under 18 | Island County operates a separate juvenile detention facility for people under 18. | Use the appropriate Juvenile Court/Detention route rather than the adult jail roster. |
Who Operates the Island County Jail?
The Island County Sheriff’s Office Corrections Division operates the jail. The county describes the facility as a traditional linear cell-block and dormitory jail that houses both pretrial and sentenced inmates and is designed for up to 58 inmates.
Coupeville, WA 98239
Use this physical location for jail operations. The county lists a separate mailing address for inmate mail.
For ordinary inmate-search questions, start with the public roster and facility information rather than an administrator’s direct contact.
The county says inmates have access to recreation, mail, commissary, medical, mental-health and dental care, religious services and some offender-change programs. Eligible sentenced inmates may also qualify for work assignments or Electronic Home Detention.
Island County Court Router: Superior Court vs District & Municipal Court
101 NE 6th Street
Coupeville, WA 98239
360-679-7361
Use for Superior Court matters and general-jurisdiction criminal cases. Court administration hours are Monday–Friday, 8:00 a.m.–4:30 p.m.
Oak Harbor, WA 98277
360-675-5988
District Court handles misdemeanors, gross misdemeanors, traffic/non-traffic infractions and other limited-jurisdiction matters. The same court organization also operates Oak Harbor, Coupeville and Langley municipal courts.
Superior Court record copies
Island County says most Superior Court cases filed since 2007 can be viewed in the Law and Justice Facility lobby. For online or mail copies, the county routes users through Washington State Digital Archives. Current published fees are 50 cents per page for non-certified documents and $5 for the first certified page plus $1 for each additional page of that document.
District Court judicial records
District Court accepts judicial-record requests online, by mail/in person or by email. Court-record requests are governed by Washington court rules rather than the Public Records Act, so do not send a court-file request to the Sheriff simply because the defendant also appeared on the jail roster.
Bail and Bond: Verify the Live Roster Before Contacting an Agent
Island County’s bail page instructs people working with a bonding agent to have the full name, charge and bond amount. The county says those details can be found in the Jail Roster when available. The jail does not recommend a particular bonding agent.
Do not pay from an old screenshot. Refresh the roster, verify the current court and check for additional holds before paying. A bond payment does not guarantee immediate release if another case, warrant, court order or administrative processing step still controls custody.
If the roster and court information conflict, confirm the current order with the court or jail before sending money to any private bonding company.
Island County Jail Visitation Schedule and Off-Island Exception
The county currently permits one 30-minute public visit per scheduled session. The schedule is split by inmate last name:
| Day | Time | Last name |
|---|---|---|
| Wednesday | 1:30–4:00 p.m. | A–M |
| Thursday | 1:30–4:00 p.m. | N–Z |
| Saturday | 1:30–4:00 p.m. | A–M |
| Sunday | 1:30–4:00 p.m. | N–Z |
Off-island visitor exception: visitors coming from outside Whidbey Island are permitted one 45-minute visit. Because an inmate is allowed only one visit session per day, the county advises off-island visitors to coordinate the timing with the person in custody.
- Bring photo identification.
- Visitors under 18 must be accompanied by a parent or guardian; the county requires a birth certificate and may require guardianship proof.
- Complete the visitation form and give it to the Main Control Deputy with identification.
- Leave or secure phones, laptops, tablets and other prohibited electronic devices.
- No public visitation on county holidays.
- Facility-rule violations can result in visit suspension.
Inmate Phone Service Uses CIDNET
Island County currently identifies CIDNET as its inmate phone-service vendor. Family and friends must create an account and complete profile verification before funding an inmate account. The county says verification requires a state-issued ID or passport; incomplete profiles are not activated.
On June 18, 2026, the jail also announced a CIDNET professional-account feature for attorneys. After professional credentials are verified, attorneys can receive privileged calls and schedule professional video visits at no cost through the professional CIDNET system.
Phone-account money is separate from jail commissary money and separate again from bail. Confirm which account you are funding before submitting a payment.
Inmate Funds and Commissary
Island County permits money to be placed on an inmate account for commissary and other authorized uses. The county prefers certified checks or money orders because they can be made available faster.
- Make a certified check or money order payable to Island County Inmate Trust acct FBO (inmate name).
- The county recommends putting the inmate name and inmate number on the reference line.
- Funds may be delivered to the jail during visiting sessions and left with the Main Control Deputy at the end of the visit; a receipt is provided.
- Personal checks are not deposited into the inmate account; they are placed in the inmate’s property box for release.
For care packages, the jail currently directs families and friends to Access Securepak by Trinity Services Group for permitted food, hygiene, writing and other common-use items.
Island County Jail Mail Rules
Island County Jail
1 NE 7th Street
Coupeville, WA 98239
Incoming correspondence must include a sender name and return address. Jail staff inspect mail for contraband. Legal mail from attorneys, courts or elected government officials is handled separately and inspected in the inmate’s presence.
- Books, magazines and newspapers must come directly from a publisher, book club or retailer through the mail.
- Hardcover books are not accepted.
- Computer-generated/downloaded books, magazines, photos and newspapers are not accepted.
- Mail is received daily except Saturdays, Sundays and holidays.
- Mail received for someone no longer in custody is returned to sender.
- Personal checks are placed in property rather than deposited to the inmate account.
Because mail and publication rules can change, recheck the county’s live mail page before sending an expensive book, money instrument or time-sensitive document.
Medical, Mental-Health and Dental Care
The county’s Corrections page states that Island County Jail provides medical, mental-health and dental care. It also lists a Behavioral Health Program Manager, Jail SUDP Counselor and Jail Counselor among jail-services staff.
If you need to provide urgent health or medication information about someone in custody, contact the jail and ask how to send the information to clinical staff. Privacy rules may prevent staff from discussing an inmate’s medical information back with family members.
For an immediate emergency involving someone outside the jail, call 911 rather than relying on a jail web form.
Jail Records, Sheriff Reports and Court Files Have Different Custodians
Island County explains that there is no single county public-records office controlling every department’s records. Request the record from the office that actually maintains it.
| Record needed | Correct starting office | Useful details to provide |
|---|---|---|
| Current custody | Island County Jail Roster | Legal name and other identifying details shown in the live report. |
| Recent booking / release | Recent Bookings / Recent Releases | Name and approximate date. |
| Sheriff police report or corrections record | Island County Sheriff’s Office public-records process | Incident/case number, date, location, involved names and the exact record sought. |
| Superior Court case document | Island County Clerk / Superior Court records | Court case number and exact document name when possible. |
| District Court case document | Island County District Court Records Request Department | Defendant name, date of birth if known, case number and requested document. |
For Sheriff’s Office records, the current public-records page lists Chief Civil Deputy Lorene Norris as Public Records Officer at 101 NE Sixth Street, Coupeville, and 360-678-4422. The Sheriff FAQ says the office responds to a request within five business days with an initial response, but actual completion time varies with the request and queue.
PREA and Third-Party Safety Reporting
Island County Jail publishes a zero-tolerance policy for sexual abuse, misconduct and harassment under PREA. The county says inmates receive PREA information during booking and have access from inmate phones to a confidential 24-hour CADA crisis line.
A third party or former inmate with information about sexual assault, abuse or harassment involving an Island County Jail inmate can call 360-679-7324 and ask for a supervisor or the PREA coordinator.
If someone is in immediate danger outside the normal reporting process, call 911.
When Island County Jail Is No Longer the Right Search
Use the state Incarcerated Search when a person may have transferred from county jail to a Washington correctional facility. Search by first/last name or DOC number.
Use for supported custody-status notifications instead of repeatedly refreshing the roster. Island County’s roster page directs mobile users to VINE resources.
Use the federal locator only when the case points to Bureau of Prisons custody. A federal case does not automatically mean the person is already in a BOP prison.
Do not search random neighboring counties unless the arresting agency, court record, transfer information or release information gives you a reason to do so.

Use Island County Booking Information Responsibly
- An arrest or booking is not a conviction.
- A booking charge may change after prosecutors or courts act.
- A recent booking report is not the same as current custody.
- A release from jail does not mean the criminal case ended.
- A bond amount can change and may not reflect every active hold.
- An old screenshot should not be treated as proof of current custody.
- Do not republish personal booking information unnecessarily.
- Do not use public jail information for harassment, threats, stalking or public shaming.
- Use certified or official court records when legal reliance matters.
