Interactive Search, PDF or Excel: Which Should You Use?

Interactive Search

Best for: quickly locating one person by name, booking number or SO number.

Use this first when you are checking current custody or need one record.

Read-Only PDF

Best for: scanning or printing the full roster without changing data.

Use browser search rather than manually scrolling through every page.

Downloadable Excel File

Best for: filtering or sorting a large official list.

Do not alter a downloaded copy and later present it as a live county record.

Situation Recommended format Reason
You know the SO number Interactive search The identifier should narrow the result quickly.
You know only part of a name Interactive search, then PDF Try the search form first and use PDF Find when spelling is uncertain.
You need to sort many records Excel Spreadsheet filtering can be more efficient.
You need proof of current custody Interactive roster plus direct verification A downloaded file or screenshot can become outdated.

Downloaded-data warning: save roster files only when necessary, protect them from unauthorized sharing and delete old copies. A person’s arrest or booking is not proof of guilt.

Open the official Lubbock County roster-format page to reach the interactive, PDF and Excel options.

Check What You Know Before Searching

The more identifiers you have, the less likely you are to confuse two people with similar names.

Search Readiness Meter

0 of 6 search clues confirmed.

Best identifier: the SO number is especially useful for matching a roster entry, addressing mail and selecting the correct account.

What Roster Fields Can and Cannot Prove

Record clue What it can help confirm What requires another source
SO number The Sheriff’s inmate identifier used for facility services. Statewide identity or criminal-history verification.
Booking number A specific county booking event. Whether a later release, transfer or new booking occurred.
Charge description An allegation, warrant, hold or booking reason. Filed charge, dismissal, plea, conviction or sentence.
Bond amount A magistrate or court has entered bond information. Other holds, accepted payment and actual release eligibility.
Court or case number A route to the legal file. The complete docket, hearing changes and final disposition.
Release entry A release action or status may have been recorded. Exact exit time and whether another agency assumed custody.

A booking record is not a conviction. Charges can be declined, amended, dismissed, resolved through plea or decided at trial.

Booking Photos and Responsible Use

A photograph may help distinguish similar names, but it is not evidence of guilt. Do not repost booking images to harass, shame, threaten or encourage retaliation.

Urgent Custody Verification

Call 806-775-7009 or 806-775-7048 when the answer affects bond, medicine, personal safety or transportation.

Case Without Current Jail Custody

A person can have a pending criminal case, warrant or court hearing without appearing in the active detention roster.

When Bond Appears and How to Verify Release

The Sheriff states that an inmate can typically bond after seeing a magistrate. Initial appearances occur at least twice daily and sometimes more often.

Why the Bond Field May Be Blank

  • The booking or identity process is not complete.
  • The inmate has not yet appeared before a magistrate.
  • The magistrate has not entered bond information.
  • A listed charge may be held without bond.
  • Another county, state or federal agency may have a hold.
  • A court may need to address special release conditions.

Initial Appearance Timing

The Sheriff’s FAQ says initial appearances are conducted at least twice daily and sometimes more often. Its live-stream information says hearings may occur up to three times daily as needed.

Do not confuse the statements: “at least twice daily” describes the normal magistrate process; “up to three times daily” describes when streamed hearings may occur as needed.

Two Basic Bond Routes

Route Basic process Questions to ask first
Post the full bond Use the detention-center bond window after bond is set. Amount, accepted payment, receipt, all charges and additional holds.
Licensed surety company A local company posts the bond under its own contract. Premium, collateral, co-signer liability and missed-court consequences.

Bond Verification Checklist

  • Full legal name and SO number
  • Every active charge
  • Bond amount for each charge
  • No-bond charges
  • County, state, federal or immigration holds
  • Accepted payment method
  • Whether payment creates release eligibility
  • Estimated processing steps after payment

Bond and Hold Call Script

“I am calling about [full legal name], SO number [number]. Has the inmate completed the initial appearance? Please confirm the bond on every charge, all outside holds, accepted payment and whether posting the bond would make the person release-eligible.”

Initial Appearance Live Stream

The Sheriff provides a live-stream route for detention-center initial appearances. Streams are not archived, and recording the hearing is prohibited.

Use the official Active Jail Search page to reach current bond and hearing information.

Use Court Records for the Legal Case

Lubbock County’s official online service provides access to unrestricted civil, family and criminal court records filed with the County Clerk and District Clerk.

Question Better source Important limitation

County Clerk: Misdemeanor Copy Requests

The County Clerk states that staff do not search for the existence of a misdemeanor case by name over the telephone. Obtain the misdemeanor case number and case name before requesting copies.

  • Call 806-775-1046 with the case number and case name.
  • Confirm the page count and total copy cost.
  • Copies are listed at $1 per page.
  • Certification is listed as an additional $5.
  • Mail requests require the accepted payment type and a self-addressed stamped envelope.
  • Confirm fees again because county charges can change.

How to Schedule an On-Site or Remote Visit

1

Create a SmartInmate Public Account

Use an active mobile number or email address so you can receive the activation code.

2

Connect With the Inmate

Send a connection request. The inmate must accept it.

3

Submit Visitor Identification

Upload a valid photo ID and a recent photograph for comparison. Facility approval is typically completed within 24 hours.

4

Schedule at Least 24 Hours Ahead

The visit must be scheduled one day in advance.

5

Respect the 9:30 p.m. Cutoff

The Sheriff FAQ lists visitation from 8:00 a.m. to 10:00 p.m. with the final visit beginning no later than 9:30 p.m.

Handbook wording: the May 2025 handbook describes visitation as occurring from 8:00 a.m. to 9:30 p.m. and says no visit can be scheduled or checked in after 9:30 p.m. Treat 9:30 p.m. as the hard start/check-in cutoff.

Visit Types and Limits

Visit type Current guidance Important detail
On-site visit One per visitor, per inmate, per day. The handbook lists 30 minutes for general-population inmates.
Remote visit Unlimited for general-population inmates. The user schedules it and pays the provider charge.
Video on demand Initiated by the inmate. The recipient has three minutes to connect; the inmate has five attempts daily.
Special Housing Unit Scheduled by jail staff. Call 806-775-7019.

Before Leaving Home

  • Confirm the inmate remains in custody.
  • Confirm the visit shows as scheduled.
  • Bring accepted, unexpired government photo identification.
  • Bring a solid quarter for the locker.
  • Leave phones, purses, backpacks, food, drinks, pens and bags outside the visitation room.
  • Wear clothing that complies with the facility dress code.
  • Arrange supervision for accompanying children.
  • Do not arrive under the influence or create a disturbance.

Recording warning: ordinary video visits, video-on-demand sessions and inmate phone calls may be recorded. Privileged communication requires an approved privileged account.

After reviewing the rules, use the officially designated SmartInmate platform.

Use the Correct Address for Each Type of Mail

Ordinary Personal Mail

Personal letters, postcards and greeting cards are processed through Smart Communications MailGuard, scanned and delivered through the inmate tablet or housing-unit kiosk.

Lubbock County Detention Center
[Inmate Full Legal Name and SO Number]
P.O. Box 9136
Seminole, FL 33775-9136

The Sheriff’s contact and FAQ pages display the base ZIP as 33775. The inmate handbook displays the compatible ZIP+4 form 33775-9136.

  • Print the inmate’s full name clearly.
  • Include the correct SO number.
  • Include the sender’s full name and return address.
  • Do not include loose postage stamps.
  • Do not include sexual or pornographic material.
  • Do not send legal originals through the scanning address.
  • Confirm the address again before mailing.

Legal Mail, Court Documents and Publications

Lubbock County Detention Center
[Inmate Full Legal Name and SO Number]
P.O. Box 10535
Lubbock, TX 79408

The envelope must contain a return address. Qualifying privileged mail may be opened in the inmate’s presence to inspect for contraband, but the handbook says staff will not read it without legal authority.

Do not mix the addresses: ordinary personal mail goes to Florida for scanning. Legal mail, court documents, bank statements and publications go directly to the Lubbock address.

Electronic Text Messages

SmartInmate credits can be used for electronic messages. The Sheriff also describes collect or COD messages that the recipient pays to read.

What Happens to Scanned Mail After Release?

The Sheriff says a released inmate can log in to SmartInmate with the inmate number and password to download photographs, messages and scanned postal mail without charge.

Review the official Lubbock County inmate FAQ immediately before sending mail.

Money placed through ICSolutions is available only for the inmate’s phone account. It does not become commissary, tablet or bond money.

Use the official ICSolutions service or call 888-506-8407.

Blocked Telephone Number Help

  • Call ICSolutions at 866-228-4031.
  • Live operators are listed Monday–Friday, 8:00 a.m.–5:00 p.m. Pacific Time.
  • The automated system is listed as available 24 hours.
  • For facility block questions, call 806-775-7166 or 806-775-7167.

The May 2025 handbook says eligible inmates generally have commissary access Monday through Friday unless conditions require a change.

  • The inmate must have sufficient account funds before ordering.
  • Purchases are deducted from the trust account.
  • The inmate should compare the delivery with the receipt before leaving the cart.
  • An accepted delivery is generally treated as complete.
  • Items, limits and prices can change.

Approved Care Packages

The Sheriff directs families and friends to Access Securepak for approved care-package purchases. Do not mail a homemade package to the detention center.

Use the officially designated Access Securepak service after confirming current custody.

How to Pick Up Property or Obtain a Jail Card

Property From a Current Inmate

1

Go to the Bond Window

Request the property-release form at the detention center.

2

Present Valid Photo Identification

The inmate receives a copy of the presented identification for review.

3

Wait for Inmate Authorization

The inmate must approve and sign the release.

4

Understand the All-or-Nothing Rule

Items in the valuable-property bag are generally released together rather than selected one at a time.

Property Left During TDCJ Transfer

An inmate transferred to TDCJ can designate one person to collect remaining property. The designated person receives a mailed notice with instructions and a deadline.

Pickup deadline: property not collected within the time stated in the notice may be discarded or donated.

Jail Card Requests

A former inmate can obtain a jail card from the detention-center Records Department. Requesting another person’s jail card requires an open-records request.

Detention Records: 806-775-7015.

Medical, Mental-Health and Medication Help

The May 2025 handbook lists medical-provider care, nursing, dental care, mental-health services, prescription medication and emergency treatment.

Service Availability Listed in the Handbook

  • Nurse call is available daily.
  • Medical providers are generally on site three days per week.
  • A medical provider is on call 24 hours for emergencies.
  • Dental call is generally conducted once per week.
  • Mental-health services are provided by the contracted provider.
  • Indigent inmates are not denied medically necessary care or medication.

How an Inmate Requests Care

Routine medical, dental or mental-health care is requested through the county-issued tablet. For an emergency, the inmate should contact the housing officer so medical staff can respond and determine the appropriate level of care.

Medication Brought by Family

Medical staff must approve outside prescription medication. Family members should bring it in the original pharmacy container.

Medication After Release

The inmate must request personal medication when released. The handbook says unclaimed medication is retained for 30 days after release and then destroyed.

Handbook Medical Charges

Service May 2025 handbook amount Use caution
Medical provider or dentist $10 Confirm the current charge before relying on it.
Nurse visit $5 Necessary care is not denied solely because the inmate is indigent.
Prescription medication $3 per prescription Approved family-provided medication is described as distributed without charge.
Emergency or outside care Billed by provider Actual costs depend on the outside provider.
Sexual-abuse treatment No charge This includes medically appropriate treatment and prophylaxis.

Urgent Welfare Call Script

“I have an urgent concern involving [full legal name and SO number]. The concern is [brief factual description], it began around [time], and the immediate risk is [specific risk]. Which detention or medical staff member should receive this information now?”

Call 806-775-7009 for urgent facility routing. Do not place detailed private medical information in a paid inmate message.

How Detention Complaints Are Routed

Internal Inmate Grievance Process

The handbook tells inmates to first ask the pod officer whether the issue can be resolved. Formal grievances are submitted through the county-issued tablet.

What a Complete Grievance Should Include

  • The right or privilege allegedly violated
  • Names or descriptions of the people involved
  • Witness information
  • Date and time
  • Housing area or location
  • A factual description of what occurred
  • The requested remedy

Response Periods Listed in the Handbook

The handbook states that an initial response should be provided within 15 days. When that response is not final, a final response must be provided within 60 days of the initial grievance.

Emergency Grievance

The inmate should write “EMERGENCY” on the grievance, explain the immediate risk and tell the pod officer that an emergency grievance was submitted.

Family or Public Complaint

Call the jail sergeant desk at 806-775-7036 for a detention concern.

Texas Commission on Jail Standards

The Commission reviews complaints involving possible violations of Texas minimum jail standards. The handbook explains that many issues must first use the local jail grievance process.

Use the Texas Commission on Jail Standards complaint form when the matter falls within its jurisdiction.

Open-Records Requests

The Sheriff asks that open-records requests be submitted in writing and include a valid method for receiving the response.
