Read the Hourly Roster Timestamp and Housing Location Before You Act
St. Louis County publishes an hourly current jail roster plus a separate 48-hour release roster. A newly arrested person may still be in intake until a booking number is assigned, and a county inmate can be housed in another county because of overcrowding—so check both the roster timestamp and the Location field before visiting, mailing, depositing money or arranging pickup.
This Is St. Louis County, Minnesota — Not Missouri
This guide covers the Minnesota county that includes Duluth and communities across the Iron Range. Search results for St. Louis County, Missouri or the City of St. Louis use different jails, courts, payment systems and phone numbers.
Duluth, Hibbing, Virginia, Ely, Chisholm, Eveleth, Hermantown, Proctor and other St. Louis County, Minnesota locations.
If the result says Clayton, Missouri, Buzz Westfall Justice Center, or a 314-area-code jail contact, stop and switch to the Missouri source.

Minnesota DOC LocatorHow to Search the St. Louis County MN Jail Roster
Open the county roster page, not an old PDF bookmark
Start from the Sheriff’s Jail Roster page. It links the current roster and the separate 48-hour release roster, which helps avoid a stale file saved by a search engine or browser.
Read the report timestamp first
The PDF prints “Current Inmates as of” with a date and time. The county says the roster updates every hour, so the timestamp tells you which custody snapshot you are reading.
Search the surname inside the PDF
Use Ctrl+F on Windows, Command+F on Mac, or the document-search feature on a phone. Start with the legal surname; try spelling variations if needed.
Match more than the name or photo
Compare date of birth, age, booking/LID number, booking date, housing location, bail, arresting agency, charges, offense level and order type when displayed.
Check the Location field before any facility-specific action
St. Louis County may transfer inmates to another jail because of overcrowding. If the PDF names another facility, use that facility’s visit, mail, communication and release rules.
Use the 48-hour release report when the current entry disappears
A recent release may move off the current roster quickly. The separate release report can show the released date along with booking and charge information.
Verify court, bail and release separately
Use the controlling court for the legal case and call the jail when a same-day custody or release answer affects money, travel, medication, a visit or pickup.
What the Current Roster Actually Shows
A visual review of the county’s roster report confirms that entries can display a booking photograph plus identity, custody, charge and location information. Treat those fields as a custody snapshot, not a final criminal-case record.
| Roster field | What it helps confirm | What it does not prove |
|---|---|---|
| Name + booking/LID number | The person and county jail identifier tied to the displayed entry. | A court case number or complete criminal history. |
| DOB / Age | Identity when people have similar names. | That every other record with the same name belongs to this person. |
| Location | The jail physically housing the person when the report was generated. | That Duluth jail rules apply when another county facility is shown. |
| Bail | A bail amount or “No Bail” status recorded in the custody system. | That the amount remains current or that payment clears every hold. |
| Booking Date | When the displayed custody episode was booked. | The final court disposition or exact arrest time. |
| Projected Release Date | A projected date when the system displays one. | A guaranteed discharge time. |
| Arresting Agency | The law-enforcement agency associated with the arrest. | Which court controls the case or which agency owns every record. |
| Charges / Offense Level | Allegations and classification attached to the jail record. | Conviction, final filed charges or sentence. |
| Order Type | The custody/order label shown for a listed charge, such as hold, remand, sentence or probable cause. | The complete wording or conditions of the controlling court order. |
| Booking photo | One visual identity clue for the booking. | Guilt, dangerousness or current custody after the roster changes. |
If the Name Is Missing, Follow the Likely Custody Path
| Problem | Possible verified explanation | Next action |
|---|---|---|
| Very recent arrest | The person may still be in intake without an assigned booking number. | Recheck the hourly roster; call 218-726-2345 if timing is urgent. |
| Person was listed earlier | They may have been released or transferred. | Open the 48-hour release roster and check the Location field or receiving facility. |
| Different spelling or name | The booking may use another legal spelling, former surname, suffix or name variation. | Search shorter name variants and compare DOB/age and booking details. |
| Case or warrant exists, but no roster entry | A pending case or warrant does not require present incarceration. | Check the court and warrant systems separately. |
| State sentence / supervision | The person may be under Minnesota DOC jurisdiction. | Use the Minnesota DOC Public Viewer; newly sentenced people can take several business days to appear. |
| Federal matter | The person may be in federal correctional custody. | Use the Federal Bureau of Prisons locator. |
| Juvenile custody question | Minnesota law restricts public distribution of juvenile information held by the county. | Use the appropriate court/agency route rather than expecting the adult public roster to answer it. |
A St. Louis County Inmate May Be Physically Housed in Another County
The Sheriff states that St. Louis County inmates may be transferred to another jail to relieve housing overcrowding and that these transfers are not disciplinary. The person must follow the rules of the facility where they are actually housed.
The St. Louis County roster may still identify the person while the Location field names another jail. Court, warrant or charging responsibility can remain in St. Louis County even when daily housing is elsewhere.
Do not automatically use Duluth’s TextBehind address, Reliance visit instructions, property pickup or money route for someone physically housed in another jail. Contact the listed facility first.
This distinction is especially important before paying communication funds, scheduling a visit, sending mail or driving to pick someone up.
Use the Correct St. Louis County District Court Location
St. Louis County is part of Minnesota’s Sixth Judicial District and is unusual because judges and full-service court administration operate in Duluth, Hibbing and Virginia. The jail location alone does not tell you which courthouse is handling the case.

MCRO has a special limitation for pending criminal cases
Minnesota Court Records Online does not return a pending criminal case when you search by the defendant’s name. For a pending criminal case, Minnesota Courts says you need the case number, citation number, attorney name or attorney bar number. This explains why a person can appear on the jail roster while a defendant-name court search seems empty.
| If you have… | Best court-search approach | Limitation |
|---|---|---|
| A pending criminal defendant’s name only | Contact the appropriate St. Louis County court or obtain another search identifier. | MCRO defendant-name search will not return a pending criminal case. |
| Case number | Use MCRO Case Search or Document Search. | Restricted or confidential material remains unavailable. |
| Upcoming hearing information | Use MCRO Hearing Search and the local court calendar. | Public calendars do not include every matter and schedules can change. |
| Need for a certified copy | Contact local Court Administration. | MCRO does not issue certified documents or judgments. |
Warrant Lists Are Updated Daily — but Still Need Confirmation
The Sheriff’s Warrant Division publishes separate active felony and active misdemeanor warrant lists using information from the Sixth Judicial District Court. The page says the lists update at 9:00 p.m. seven days a week, but court action and database updates can be delayed.
Current county guidance for clearing a warrant
The Sheriff’s warrant page says a person may report on Tuesday at 8:30 a.m., check in at Room 133, and be added to the court calendar for a judge that morning.
Call Court Administration at 218-274-6007, option 4 to arrange how to resolve the warrant.
Call Court Administration at 218-305-7021, option 4 to arrange how to resolve the warrant.
Verify the current St. Louis County warrant instructions before acting.
Confirm Bail With the Jail and Controlling Court Before Paying
The roster can display a dollar amount or “No Bail,” but the county cautions that public roster data should not be relied on for legal action. Court review, additional holds and other agency orders can change release eligibility.
The Sheriff’s bail page explains commercial bail bonds and links a state bail-bond list. It notes that a professional bail agent may charge a nonrefundable percentage of the bond. The public county page reviewed for this refresh does not publish one universal cash/card payment procedure for every case, so confirm the current method and location with the jail or controlling court.
- Confirm the person’s full legal name and LID/booking number.
- Identify whether Duluth, Hibbing, Virginia or another court controls the case.
- Confirm the current bail amount and type.
- Ask whether another warrant, DOC hold, out-of-county hold or sentence remains.
- Confirm where and how the approved payment may be made.
- Ask whether payment would make the person release-eligible.
- Keep the official receipt and confirm actual release before pickup.
Duluth Lobby Visits Must Be Registered Through Reliance
The county’s current Jail page lists these lobby kiosk visiting windows for the St. Louis County Jail in Duluth:
| Day | Published lobby visiting hours |
|---|---|
| Monday–Friday | 8:00 a.m.–10:00 a.m. |
| Saturday–Sunday | 8:00 a.m.–11:00 a.m. and 3:00 p.m.–5:00 p.m. |
All lobby visits must be pre-registered through Reliance 1–8 days in advance. The public county page reviewed for this update does not publish a complete universal visitor-ID, minor, visit-length or dress-code list, so verify those details with the jail before traveling.
Phone, texting, voice messages and video
St. Louis County contracts with Reliance Telephone for phone, texting and video-calling services. Reliance account/support: 800-896-3201. The inmate voice-message line is 218-409-8366.
The county communication page still describes Reliance Connect video calling as “coming soon” and publishes a rate of $0.25 per minute. Because the page itself still uses future-tense wording, confirm that video calling is actually active for this inmate and facility before funding a wallet.
Except for attorney phone calls, the county says jail communications are subject to recording and monitoring. Do not use ordinary jail calls, texts or voice messages for confidential legal strategy, passwords or sensitive financial details.
Regular Personal Mail Uses TextBehind — Not the Duluth Jail Address
St. Louis County moved regular unprivileged inmate mail to TextBehind scanning and printing. The county says ordinary mail sent directly to the facility is not accepted.
St. Louis County Jail, Minnesota
P.O. Box 247
Phoenix, MD 21131
The LID is available on the jail roster. TextBehind processes mail Monday through Friday, copies/scans the permitted contents and sends the copy to the facility for distribution.
Do not send these through TextBehind
- Legal mail
- Money orders or personal checks
- Gift, debit or credit cards
- Cash
- Other personal items beyond permitted letters/photos
- Contraband, obscene or otherwise prohibited content
Inmate Funds and Reliance Communication Money Are Different Accounts
St. Louis County says Stellar Services manages inmate funds and directs deposits through JailATM. The inmate account can be used for commissary, phone time and other necessities.
| You want to pay for | Route | Do not confuse it with |
|---|---|---|
| Inmate trust / commissary account | County Inmate Funds page → JailATM / Stellar Services | Court bail or the Reliance communication wallet. |
| Phone, texting or supported video | Reliance Telephone | The Stellar/JailATM inmate fund account. |
| Bail | Verify with the jail and controlling court | A commissary or communication deposit. |
Property Pickup and Health Questions Need Direct Jail Confirmation
Call 218-726-2345 to confirm the property is ready before traveling. The county requires picture ID for property releases.
The county says medical treatment is provided in the facility by a licensed physician and nursing staff and, when needed, in the community through clinics, hospitals and dentists.
The public jail pages reviewed for this refresh do not publish a complete family medication-dropoff procedure or a current public PREA-reporting workflow. Do not bring or mail medication based on a third-party directory. Call the jail for current instructions; use 911 for an immediate emergency.
Use the Sheriff’s Central Records Division for Sheriff-Held Data
The Sheriff’s Records Division processes and maintains crime and arrest records, crash reports, citations and related law-enforcement documents. Although Records staff exist at three main Sheriff offices, the county says all data requests are handled by the Duluth Courthouse location.

Current request and fee details
- The current Sheriff data-request form says inspection of public data is free but requires an appointment.
- For members of the public, the form lists $0.25 per page for 100 or fewer pages; larger requests use actual costs.
- The form lists a $35 prepayment for digital data such as photos, audio or non-body-worn-camera video.
- The separate 2026 Sheriff fee schedule lists mugshots/booking photos at $4 and a $20 booking fee.
- Body-worn-camera requests use a separate form.
Records can be classified as public, private or confidential under Minnesota data-practices rules, so not every requested item is releasable.
Booking photos / mugshots
The hourly roster itself can display booking photographs. When you need a separate Sheriff-held booking photo or another official record, use Central Records instead of relying on an old third-party mugshot copy. A booking photo is not a conviction record.
Use VINE for County Jail Changes, Minnesota DOC for State Jurisdiction
Minnesota VINE is a free, anonymous service for county-jail custody status and notifications. The state fact sheet says county-jail information is typically refreshed to VINE at 15- or 30-minute intervals.
1-877-664-8463
VINELinkThe DOC Public Viewer covers adults committed to the Commissioner of Corrections who remain under DOC jurisdiction, including people in prison and some people released under supervision. Newly sentenced people may take several business days to appear.
Minnesota DOC LocatorUse BOP for federal correctional custody. A federal search does not replace the St. Louis County or Minnesota DOC systems.
BOP Inmate LocatorMinnesota HAVEN is for DOC notification, not the county-jail VINE function
Minnesota DOC separates the notification systems: Minnesota VINE provides county-jail release notification, while Minnesota HAVEN is the separate notification system for people sentenced to and held under Minnesota DOC authority.

Range-office number check: St. Louis County currently has inconsistent phone numbers on a few specialized Sheriff subpages. The general Sheriff and jail-roster pages were used for the Hibbing/Virginia values above. For a time-sensitive office call, recheck the county’s current All Contacts page.
Main St. Louis County Jail
4334 Haines Road, Duluth, MN 55811. Confirm the roster Location field before driving here because some St. Louis County inmates are housed in other jail facilities.
Use Jail, Warrant and Mugshot Information Responsibly
- An arrest, booking, charge, warrant or booking photograph is not proof of guilt.
- The county itself warns that public roster data may not be current, complete or accurate enough for legal action.
- A projected release date does not guarantee a discharge time.
- A warrant does not prove current incarceration.
- A transfer can leave the legal case in St. Louis County while daily housing occurs elsewhere.
- Do not use an old roster PDF or screenshot as proof of current custody.
- Do not use public jail information to harass, threaten, stalk or shame a listed person.
- Use court records for legal outcomes and qualified legal counsel when legal advice is needed.
St. Louis County MN Jail Roster FAQs
Where is the official St. Louis County Minnesota jail roster?
Use the St. Louis County Sheriff’s Jail Roster page. It links both the current jail roster and the separate 48-hour release roster.
How often is the St. Louis County jail roster updated?
The county says the current roster is updated every hour. Read the “Current Inmates as of” timestamp inside the PDF before relying on a custody result.
Why is a newly arrested person missing from the roster?
The Sheriff says a person can be in jail intake but not appear publicly until a booking number is assigned. Recheck the hourly roster and call 218-726-2345 when same-day custody confirmation matters.
What is the 48-hour release roster?
It is a separate county report for recently released inmates. Use it when someone had a recent St. Louis County booking but no longer appears on the current-inmate report.
Why does the roster list another county jail as the Location?
St. Louis County says it may transfer inmates to another jail to alleviate overcrowding. When another facility is listed, contact that facility and follow its visit, mail, money and housing rules rather than automatically using Duluth instructions.
How do I find a pending St. Louis County criminal court case?
Minnesota Court Records Online does not return pending criminal cases through a defendant-name search. For a pending case, use the case number, citation number, attorney name or attorney bar number, or contact the appropriate Duluth, Hibbing or Virginia court office.
How do I check an active St. Louis County warrant?
Use the Sheriff’s Warrant Division page and its active felony or misdemeanor lists. The county says the list updates at 9:00 p.m. daily but can lag behind court action, so a warrant must be confirmed. Do not attempt an apprehension yourself.
How do I visit someone at the St. Louis County Jail in Duluth?
The county currently lists lobby kiosk hours of 8:00–10:00 a.m. Monday through Friday and 8:00–11:00 a.m. plus 3:00–5:00 p.m. Saturday and Sunday. Visits must be preregistered through Reliance 1–8 days in advance. Recheck housing location and current rules first.
Where do I send regular inmate mail?
Regular unprivileged mail uses TextBehind: the inmate’s first and last name plus LID, St. Louis County Jail, Minnesota, P.O. Box 247, Phoenix, MD 21131. The county says ordinary inmate mail is not accepted directly at the jail.
How do I put money on a St. Louis County inmate account?
The county says Stellar Services manages inmate funds and links to JailATM for deposits. Deposited money is applied to fees the inmate owes before the remaining balance becomes available for commissary or phone time.
How do I request a St. Louis County Sheriff report or booking photo?
Use the Sheriff’s Central Records Division at the Duluth Courthouse, Room 103, or call 218-726-2340. The 2026 Sheriff fee schedule lists mugshots/booking photos at $4; confirm current fees for the specific request.
Should I use VINE or Minnesota DOC after someone leaves the county jail?
Use Minnesota VINE for county-jail custody status and release/transfer notifications. Use the Minnesota DOC Public Viewer when the person has moved under DOC jurisdiction; Minnesota HAVEN is the separate notification system for DOC custody.
